TERRALEKHA®
Pilot programme · Established 2026

Carbon,
on the record.

A ledger where Indian exporters keep the carbon figures behind each CBAM shipment, every figure traced to the bill or invoice it came from, so an accredited verifier can sign the record and an EU buyer can check it.

The structure of a verifiable record. Each sealed PassPort is designed to be reachable at a public URL, to be co-signed by an accredited verifier, and to answer in HTML for humans or JSON for systems. This is a sample of its shape, not a record.

§ 01 — How a record is built

From a bill to a record, one step at a time.

Step 1
Bring the documents

Electricity bills, fuel and material invoices, and production registers are what a record is built from. Each is kept as the evidence behind the figures read from it.

Step 2
A person confirms

Figures are read from each document and shown beside it. Nothing enters the record until a person has checked it and confirmed it.

Step 3
Posted, never overwritten

A confirmed figure is posted with the emission factor and edition used. A mistake is corrected by a reversing entry that stays visible, not by editing the past.

Step 4
Close the period

A closed reporting period is locked. It is what a verifier reviews and what a PassPort is drawn from.

In the pilot, steps 1 to 4 are being tested with sample data. Verifier co-signing and the public verification page are not live yet.

§ 02 — The parties

Four parties around a single record.

Writes the record
Exporter

An Indian manufacturer shipping CBAM‑covered goods to the European Union. Submits production data, declares the reporting period, requests verification.

Co-signs the record
Verifier

An ISO 14065:2020 accredited body. Reviews the calculation against the methodology, attests, and seals the record with their accreditation reference.

Reads the record
Importer

An EU buyer reconciling CBAM declarations against shipment-level data. Will open the public record by reference, QR code, or URL. No account required.

How to check a record today
Reads the record
Compliance authority

An EU customs administrator or an importer’s compliance team. Will be able to check a record machine‑to‑machine through the JSON endpoint at the same URL.

§ 03 — Methodology

Built on standards. Cited line by line.

The calculation is built with reference to the CBAM Regulation, the GHG Protocol Corporate Standard, and ISO 14064‑3:2019. Indian grid factors come from the CEA baseline database. The methodology is public; every figure is posted with its source.

§ 04 — Verifier partners

Independent verification, by accredited bodies.

Every PassPort is meant to be co-signed by an ISO 14065:2020 accredited verifier. We are onboarding our first verifier partners and none is admitted yet. TERRALEKHA does not broker, rate, or place verifiers.

—Accredited verifiers who would like to co-sign on the registry: write to registry@terralekha.in.

§ 05 — Standards & Conformance

What this registry conforms to — and only what it conforms to.

CBAM Annex IV
Alignment in progress
PassPort fields are being mapped to the declaration elements of Regulation (EU) 2023/956. The mapping is under review with verifiers.
ISO 14064‑3:2019
Aligned methodology
Quantification approach follows the verification requirements of the standard. Subject to conformance review.
ISO/IEC 27001
In spirit
Operational security controls are modelled on 27001 Annex A. Certification not yet held; targeted FY27.
Design principle
Append-only
Sealed records are designed never to be edited. Corrections supersede; previous versions remain reachable at their reference.
§ 06 — Pricing

No charge during the pilot.

Pilot exporters are not charged. The price will be published on this page, in plain figures, before anyone is asked to pay. Verifier fees are set by the verifier, directly with the exporter.

§ 07 — About

A record, kept faithfully.

The name

Terra, and lekha.

Terra is earth. Lekha is Sanskrit for a written record, the kind that is kept and can be shown: a deed, an entry in a ledger. TERRALEKHA is the earth's record, kept faithfully, and its figures are meant to be the kind an auditor can follow back to the page they came from.

TERRALEKHA is crafted and operated by Vasan Ventures, in India. It is in a pilot with a small number of exporters, and you can write to us directly at registry@terralekha.in.

What we hold ourselves to

Five commitments.

—We say only what is true. The numbers on this page are the real ones; a sample is labelled as a sample.
—Every figure traces to a document. A person confirms it before it enters the record.
—The past is not edited. A mistake is corrected by an entry that stays visible.
—Prices come first. We publish a price before anyone is asked to pay.
—Your documents stay yours. We do not use them to train models.
